Note from a PLP: Using Peer Learning to Develop 100% Market-Driven Program Design
The world youth population is growing rapidly, with many youth facing serious obstacles. To address these challenges, practitioners must be able to design and measure each element of their development program in a manner that both responds to market needs and opportunities and develops the full range of skills needed by youth. The USAID-funded Practitioner Learning Programs (PLP), a SEEP Network initiative carried out through the AED FIELD mechanism, supports practitioners in developing learning questions that consider each phase of the project design cycle, so that they can improve program design and implementation.

HIGHLIGHTS
microLINKS Launches Microenterprise Development and Conflict Subsite. This subsite a hub for the various Microenterprise Development office initiatives related to microfinance, value chain and enterprise development in conflict-affected environments. Visitors are invited to use the Interactive Inventory of Economic Recovery Tools to browse, rate, comment on, and upload additional tools. FIELD Launches New Activities. With a focus on facilitating change in enterprise development, FIELD has recently begun two new activities: Sustained Market Access for Subsistence Farmers in Bolivia through Value Chain Participation and Promoting Learning on the Facilitation of Outgrower Schemes.
microNOTE Series Focuses on Microfinance and HIV/AIDS. The third note in the Microfinance and HIV/AIDS Note Series explores how microinsurance can be an effective risk management strategy to protect poor households. Prior Notes explored strategic partnerships between MFIs and other AIDS service organizations, and achieving a common understanding between these groups.
Case studies explore value chain application in conflict-environments. Six guided cases studies have been developed under the Grants under Contract mechanism that explore whether and under what conditions the application of a value chain approach can help accelerate economic growth in conflict-affected environments. Cases cover work in Guinea. Haiti, Serbia, Kosovo, Uganda, and Rwanda.
